A general list of the terms and conditions under which we sell material. Also included are details of payment methods. We would urge all buyers to read this page to avoid any confusion and delay in processing your order.

IMPORTANT: Please ensure, when ordering any item, that you include your address so that we can quote on packing, postage and insurance costs for you. We regularly receive orders with a name but no address, which makes the transaction time much longer than it need be. Prices All prices quoted are in Pounds Sterling (£) and are inclusive of all UK taxes.
When paying by credit card we will bill you in Pounds Sterling for only the amount agreed (plus postage and handling). The exchange rate and any bank fees for foreign orders will be that calculated by your credit card company and not us!

Our preferred method of payment is by credit card. We accept MasterCard and VISA credit cards. We do not make any surcharge for using a credit card; in fact, we prefer clients to use credit cards as it makes all transactions quick and convenient for both parties involved.
If you wish to make a direct transfer to our account we would ask that you contact us in the first instance for details.
You may post us cash in either £Sterling, $US or Euro notes but this is entirely at your risk. Please note that because currency rates fluctuate, we ask that an additional 3% be added to your total to cover both these fluctuations and other bank charges.
Note: We cannot accept cash for transactions in excess of £9,000, or equivalent.
Due to the high commission charges imposed by Paypal we can only accept Paypal for eBay sales. If you are strongly in favour of using Paypal as a method of payment for non-eBay sales, then we regret that we must impose a surcharge of 5% in order to cover the Paypal commission charges. Please note that, unless agreed in writing in advance, no items will be shipped until payment has been received in full and has been cleared by our bank.
Currency Conversion Check out the price of an item in your local currency. Please note rates quoted may not be the same as those charged. They are indicative only. Currencies fluctuate every second and this may affect your transaction, as well as the final rate your bank may charge. When paying by credit card, we bill you in £ Sterling for only the amount agreed (plus postage and handling). Please note that the exchange rate and any bank fees for foreign orders will be that calculated by your credit card company and not us. Value Added Tax (VAT) and other Taxes In common with most other UK dealers, we operate under the UK’s Global Accounting Scheme. Simply put, there is no longer a separate VAT element in our prices which may be deducted for export sales
You are responsible for any taxes that may be charged by governments or authorities outside the UK.
Postage and Insurance
*Please note Postage and Insurance will vary, depending on the order.
If you select your prefered method of shipment we will pack the goods,send them and charge you appropriately. Unless the order is bulky/large item typical prices are as follows -

If you select the ordinary mail option, please note that such orders are sent at your own risk. For your security, we obtain Proof of Posting for all such orders.
It should be noted that the above are sent subject to the standard terms and condition of Royal Mail. This will require the purchaser to make any claim for compensation through their postal service. Murray Payne will do all that it reasonably can to support the purchaser with their claim.
Insurance for loss is available at a premium of 0.75% of the sum insured (up to a maximum of £20,000). Please contact us for a quotation if the sum insured exceeds £20,000. Please note that in this case Murray Payne Ltd will have to make any claim for loss with their insurers.
We are happy to use any other method required by a purchaser, but only at their risk and cost.
Returns and Third Party Expertisation Our goal is 100% customer satisfaction. We want your long-term repeat business. If you are not happy with the goods supplied then please, in the first instance, contact us so that we can agree the best course of action to address any problem to your satisfaction. You must, however, contact us within 7 days of receipt otherwise we reserve the right to refuse to consider the claim in part or whole.
If the problem is due to a fault on our behalf, then we will either replace the goods or we will fully refund your purchase price for the goods returned without question. In this case we will also refund any postage costs involved.
If the problem is not our fault, then we shall be happy to exchange the goods or fully refund the purchase price of the goods returned. We will, however, expect the purchaser to pay any postage or additional costs incurred.
Please contact us before sending items or material for overseas.
No lot is returnable if, subsequent to receipt by purchaser, it has been immersed in water or other fluid, or marked by an Expert or an Expert Committee, or treated or damaged by any process whatever, unless our written permission has been previously obtained.
If you wish to have any item expertised by a proper, recognized, independent Expert Committee you are most welcome to do so, but only after we provide written notification that this is acceptable to us. This policy MUST be strictly adhered to, for obvious reasons; this policy is in line with most other dealers and auction houses worldwide. The onus of proof lies with the purchaser. The inability of a recognized Expert Committee to express a definite and conclusive opinion is no grounds for a refund or return on any lot. Should the opinion of the expert committee not agree with our description, on receipt of the item, the certificate and all associated paperwork, we will refund all reasonable costs.

All goods offered for sale are described to the best of our ability. If you require further details or a scan please do not hesitate to ask.
Collections and mixed lots are obviously not returnable for any reason, in common with all auctions and most other sellers worldwide.

Approvals Due to our returns policy (see above) all items are effectively sent on approval.
We are happy to send items on approval to known customers, or those supplying suitable trade references. For new customers that are unknown to us we are only able to send items on approval after we have either received full payment for the item or we have received the details of a valid credit card.
For items sent on approval, risk is passed to the customer on receipt of the item(s). Risk is only passed back to us once we have received it back (in the same condition as sent originally) . We will send the item(s) to the customer via the most appropriate method of sending. We will invoice the customer for the postage/shipping costs as incurred. We will include our estimation of the value of item(s) and will assume that the customer will ensure that the item(s) is adequately covered until it is either returned to us or it is paid for in full.
All items sent on approval remain the property of Murray Payne Ltd until such time as our bank has cleared full payment. Auctions From time to time Murray Payne Ltd conducts postal auctions. Wants Lists If sending a wants list, please do so clearly using a recognised catalogue reference. Please remember to state unmounted mint/mounted mint/used. We prefer to use either Stanley Gibbons (SG) catalogues or The Commonwealth King George VI Catalogue (CW) published by Murray Payne Ltd. Although we can use Scott Classic if need be. It would also be helpful to state which edition you are referencing. For better items, it would be helpful if you would also note the quality grading required as this may allow us some latitude in providing costed options for your consideration. Please remember to send with a clear return address (postal or E-Mail) so that we can get back to you. Buying We are always looking to buy Singles - Sets - Collections - Varieties - Errors - Major Studies - Estates of British Commonwealth countries. We are particularly interested in any philatelic items relating to the King George VI period. We are happy to travel almost anywhere in the world for the right material. Recent buying trips have taken us to Europe, Australia, the Far East and the USA.
Ownership All items remain the property of Murray Payne Ltd until such time as full payment has been cleared by our bank.
Failure to pay for any goods within 20 days of invoice date may result in the goods being reoffered for sale.
Murray Payne Ltd reserves the right to charge for any costs incurred due to cheques being returned unpaid by our bank.
Private Treaty -
Our services are available for the Private Sale of Clients material at 20% commission plus VAT. The only other charges levied by us are where settlement is by Credit Card. These charged are passed on to the vendor at 2% to cover costs.Murray Payne Ltd is happy to provide advice on a wide variety of philatelic services. In addition to those explicitly detailed above, these include:
* Advice on the disposal of any philatelic items/collections * Disposal of any philatelic items/collections * Valuation of any philatelic items/collections
The Terms and Conditions surrounding these services tend to be individual by their very nature. We suggest that the best way to deal with these services is on a case-by-case basis. In any event, rest assured that Terms and Conditions relating to the specific service will be agreed in writing before any action is undertaken.
Responsibility We are NOT responsible for: * Goods opened or damaged or removed or otherwise dealt with by customs or postal authorities in the country of receipt or in transit * Any taxes or charges levied by governments or authorities * Exchange rates or fees calculated by credit card companies, you will only be charged by us the agreed amount in Pounds Sterling.
All orders placed with us shall be deemed as accepting and agreeing to these, and all and any other Terms and Conditions Of Sale, found on this website or available on request by mail or fax.
We would like to assure our customers of our security measures; We do not store your sensitive credit or debit card information electronically. If we request your payment details, please provide them by either telephone, fax, or in writing, not by email.
